At Tangler we've been playing around with the idea of letting users post messages that contain optional microformatted data (hcard etc). Some of that could be location data. That's a much more generic approach than what you're talking about though. We haven't gotten as far as how to then use that. Might be worth talking about using tangler as a foundation for something location specific. Good food for thought.
